The Moscow Exchange (MOEX) is the largest exchange in Russia, operating trading markets in equities, bonds, derivatives, the foreign exchange market, money markets, and precious metals. It also operates Russia's central securities depository, the National Settlement Depository (NSD), and the country's largest clearing service provider, the National Clearing Centre (NCC). MOEX was formed in 2011 via merging the two largest Moscow-based exchanges: Moscow Interbank Currency Exchange (MICE) and the Russian Trading System (RTS)
MOEX used the Ukrainian SMO to temporarily suspend trading on 24 February 2022 and then banned foreign clients from selling any securities 3 days later. By intentionally freezing liquidity, MOEX was able to completely switch their system over to Stellar's tokenized platform. Then, beginning on 21 March, they gradually restarted trading, market by market, in order to beta test the implementation
Initially, it was only opened for state OFZ bonds. On 23 March, they announced that trading of 33 ruble securities would resume the following day Russian residents only, and that foreign investors were restricted to repo deals and deals with derivative instruments. Short selling is now permanently banned due to it being antithetical with quantum directives about morals and integrity -- notably that intentionally crashing prices will be considered a criminal offense after the passing of Protocol 20. On 28 March, limited trading was expanded to all stocks. On August 15 2022, they reopened the bond market to friendly investors (countries considered "not hostile" and who did not impose sanctions on Russia), such as BRICST
Furthermore, to ensure compartmentalized beta testing and secure it with zero interference from former payment rails, on 1 March, 7 Russian banks were removed from SWIFT, including VTB (Russia’s 2nd largest bank by assets) VEB.RF (the Mother company to @StellarVBRF), and 3 days later MOEX was also suspended from the World Federation of Exchanges
Thus, VEB.RF and StellarVBRF were completely disconnected from the old cabal system, allowing them to lead Russia's nationwide efforts in adopting and integrating the Stellar ecosystem
Complementing this process, MOEX has revolutionized the securities market by separating the status between Trading Members and Clearing Members. (https://t.me/QuantumStellarInitiative/30243) Trading members have to be Russian residents, but Clearing members can be domestic or foreign, and they have also updated and innovated termination of obligations, collateral records, and collateral control
In September 2022, MOEX, on behalf of the Russian Central Bank, began drafting a bill aimed at making digital financial assets (DFA) and DFA-based securities transactions available for trading on the stock exchange (https://blockchain.news/news/moscow-exchange-drafts-bill-to-offer-digital-financial-assets-and-securities-trading)
As the first step towards progress, on 14 October 2023, MOEX announced plans to issue real estate digital assets by 2024 (https://news.bitcoin.com/moscow-exchange-plans-to-issue-real-estate-digital-assets-by-2024/) to allow both qualified and unqualified investors to invest into construction and real estate projects while helping the builders and developers raise funds directly from investors in order to attract a "wider range of investors with small checks" to the industry. These digital assets are already regulated and can only be issued by ten previously approved financial institutions
