Arkady and Boris Rotenberg: A Tale of Two Rottenbergs

In the international public limelight, brothers Arkady Romanovich Rotenberg and Boris Rotenberg are Russian billionaire businessmen and oligarchs who co-owned Stroygazmontazh (SGM Group), the largest construction company for gas pipelines and electrical power supply lines in Russia, owned large shares of other state enterprises, and are best friends and trusted advisors of President Putin from childhood. But behind the Iron Curtain, Russians know the truth:

Who Are the Rotenbergs

Since age 12, Arkady Rotenberg and Vladimir Putin both joined Anatoly Rakhlin's sambo club. Sambo is Soviet martial art similar to wrestling. After attending sports-themed university, he became a judo trainer and even trained Putin himself. Shortly after Putin became vice-mayor, he secured funding from Gennady Timchenko to found Yavara-Neva, a professional judo club, which later won 9 European Judo Championships and trained four Olympic champions. Because of its fame, Arkady was given a new state-funded facility that cost $180 million, including a thousand-seat arena and a yacht club. However, it was after Putin became the Russian president in 2000 that Arkady's reputation soared to new heights, both inside and outside the sports industry, and he went from being a judo coach to a multi billionaire industrialist

For example, they also own Jokerit, the Kontinental Hockey League (KHL) team based in Helsinki, Finland, and SKA an ice hockey club in St. Petersburg. However, despite having no business background except for in sports training, Putin put Arkady in control of newly created Rosspirtprom, a state-owned enterprise controlling 30% of Russia's vodka market. From there, the 2 brothers founded the SMP bank which had over 100 branches, 900 ATMs, and also became a leading large-diameter gas pipe supplier later on. Later on, they would also found National Bank Trust, one of Russia's largest private banks

The Rotenberg brothers also became involved in construction and energy. Their SGM Group built numerous high-profile infrastructure projects, including the construction of stadiums for the 2018 FIFA World Cup held in Russia, thousands of miles of pipelines both inside and outside of Russia, and the Crimean Bridge

Apart from their business ventures, the Rotenbergs have amassed billions of dollars in wealth and assets. They own luxurious properties, including mansions and estates, both in Russia and abroad. Their wealth extends to art collections, luxury cars, and other high-end assets

Overall, the Rotenberg family's businesses and assets span various sectors, making them one of the most influential and wealthy families in Russia

How the Rotenbergs Became Known as the Rottenbergs

Here are just a small handful of examples of how the Rotenberg brothers leveraged their relationship with President Putin to launder money and resources:

- In 2007, Gazprom rejected a viable plan to build a 350 mile pipeline to the Arctic Circle that had been discussed for years and almost agreed upon, and instead paid Rotenberg 300% more ($45 billion), to build an unnecessarily longer 1,500 mile pipeline 

- In 2008, Rotenberg formed SGM Group by buying 5 companies from Gazprom at a significant discount (only $348 million for all 5). Just 1 year later, SGM earned over $2 billion in revenue through the same Gazprom-related subsidiaries, proving the valuation was manipulated at the time of sale

- In 2010, Arkady bought Northern Europe Pipe Project, which supplied 90% of Gazprom's large diameter pipes and operated at a 30% profit margin (200% industry average). Also in 2010, his friend Igor Levitin (who had become Russia's Minister of Transport) guaranteed that Arkady's other construction company Mostotrest was selected to build the toll roads on Russian federal highways

- In 2013, Gazprom increased Rotenberg's contract for a Krasnodar pipeline by 45%, then continued payments for an entire year even after the segment was canceled. Also, because Arkady had become president of the Hockey Club Dynamo Moscow and a committee member of the International Judo Federation, in preparation for the 2014 Winter Olympics in Sochi, Arkady also won $7 billion worth of contracts, including a $2 billion coastal highway and an underwater gas pipeline that came in at 300% more than average costs

- In 2013, Arkady also became the chairman of the Enlightenment Publishing House, which was the biggest supplier for textbooks in the Soviet Union. That same year, an internal council was formed by the Ministry of Education to review all textbooks for accuracy. Mysteriously, almost all of textbooks belonging to competitors of Enlightenment did not pass this new evaluation criteria, and so out of default Enlightenment won ~70% of the contracts to supply Russia with new textbooks in 2014

Needless to say, critics have long complained that these close relationships with Putin are evidence of deeply entrenched corruption, which essentially amounts to government-sanctioned theft and siphoning of taxpayer's money as well as Russia’s abundant natural resources: gas, oil, minerals

In addition to government-related scams, the Rotenbergs were also found guilty of: evading sanctions via money laundering through anonymous and unregulated high-priced art deals, tax evasion, extortion, using fraudulent passports from different countries, and being listen in the Panama Papers

Queen Elizabeth II's cousin, Prince Michael of Kent, even worked closely with two Russian businessmen, including one named Maxim Viktorov, a Russian businessman and lawyer who was advisor for the Russian Defense Ministry and personal advisor to Dmitry Medvedev (former deputy chairman of the Security Council of Russia, former Russian president and prime minister). Viktorov owns Evocorp, which manages "closed-end mutual funds" with a loophole that states if they do not disclose information about their shareholders, the shareholders cannot be declared bankrupt, and therefore their shareholders' assets cannot be confiscated. It is through Evocorp's closed funds that the Rotenberg brothers were able to hide their assets after US and EU sanctions were imposted on them in 2014. Prince Michael of Kent’s staff also lobbied to expedite a UK visa for Viktorov despite the sanctions. Criminal investigators call Viktorov one of the frontmen working for "Putin’s associates" (the name given to people who are assigned to conduct financial affairs through shell companies)

It is also worth noting that the Rotenbergs have faced controversy and sanctions from Western countries due to their involvement in corrupt practices. For example, one of Arkady's employees named Sakuna B.V., a director of the RSK company worked with local government officials and security forces for many years to "unleash moral and physical terror against the residents", such as raiding their homes and stealing from them, destroying their property and farming equipment, killing their livestock, beating and shooting them, and threatening to kill them. Residents were forced to hand over their property, otherwise their drinking wells would be removed and roads blocked. In this manner, Sakuna and local administrations were able to "liquidate" several villages, removing them from the balance sheet. They also worked with the police, Prosecutor’s Office, and the Investigative Committeeto to sabotage all criminal cases so that no investigations could be opened against RSK

As corrupt and criminal as these descriptions above are, Evgeny Shuvalov notes that:

"no such [indication of any true crimes against humanity] about Russian kabals exist on the internet. They delete it ? Rotenberg still has too much money and he is able to ensure his anonymity on the internet, so he was able to close all the leaks on the internet. The official part of the internet won’t give you this information, 
only when we will have the new internet ready
 [will this all be made public]"

White Hats Dismantle the Rotenberg Empire

The turning of the tide and end to their corrupt practices began when Russia annexed the Crimea Peninsula in spring of 2014, which triggered the US and EU to impose sanctions against both brothers and their wives. Shortly thereafter, Boris was forced to sell his 17% stake in the Crimean Bridge project, just months after purchasing it. Because Putin described Crimea as always having been an "integral part of Russia in the hearts and minds of our people", he convened a council of engineers, construction experts, and government officials to look at options for connecting Crimea to the Russian mainland. Over 90 options were reviewed, but ultimately they decided to build a nearly 12 mile long bridge, making it the longest in the country, that would cost $3.7 billion dollars

Arkady had not even officially bid to construct the bridge because it was not considered a profit-generating endeavor. Therefore, it came as a shock when the government suddenly informed him only days before that he would be forced to accept this appointment at his company's expense since the formal announcement would be made in the media shortly thereafter

Russian authorities also branded this project as highly important for the government as it would symbolically cement Russia’s control over Crimea and demonstrate her reemergence as a geopolitical power:

Big infrastructure projects in Russia are often held up by piecemeal financing and bureaucratic roadblocks. But in the [Crimean Bridge] case, the funding was sufficient, and all the usual obstacles were eliminated on the political level. Although the bridge wasn’t strictly necessary... an expansion in ferry service is not as grand as a bridge, and doesn’t send a message about Russia’s status as a world power. Is that worth such gigantic expense? In a strict economic sense, no. But, if you factor in the political component, then yes

Because the Crimean Bridge was not only considered a strategic and vital artery for supplying Russia’s ongoing SMO in Ukraine, but also held symbolic and personal importance for Putin as it both marked the reunification of Crimea with the Russian mainland as well as his close relationship with Rotenberg, when a fuel tanker exploded and damaged a large section of the bridge in October 2022, it was seen as a triple threat. In response, the Kremlin quickly blamed Kyiv for the explosion Putin called it an act of “sabotage” by Ukrainian security services, thereby justifying perceived enhanced aggression in Ukraine. Yet hidden from public purview was the fact that Russia's own military destroyed the bridge (https://t.me/QuantumStellarInitiative/15632) in order to both heighten the war narrative as well as to symbolize severing the traitorous cabal grasp on Russia and putting an end to the reign of terror by the Rotenbergs

This was just the beginning of how the White Hats planned to make the Rotenbergs pay Russia back after robbing them over nearly a decade. After all, Arkady was even dubbed “the king of state orders” for winning $9 billion dollars’ worth of government contracts in 2015 alone, more than any other Russian businessman

Similarly to the Crimean Bridge, in 2019 SGM won the bid to construct Nord Stream 2 pipeline despite Russian Sberbank CIB May 2018 report indicating that there was "no economic reason" for building Nord Stream 2 despite official Russian narratives claiming that the pipeline was "especially non-political and profitable". Furthermore, "analytics do not limit themselves to objections of economic nature only. In their opinion even completion of Nord Stream 2 on time does not guarantee using of the pipeline’s transmission capacity"

Energetyka24 went on to write in their article:
If none of Gazprom’s mega-projects has economic justification, why are they implemented? The easiest answer is… because Putin ordered. Russian diplomacy has repeatedly promoted official narratives on Nord Stream 2 as exclusively economic project, having nothing in common with politics. Recently the same view has been expressed by Dmitry Peskov, Press Secretary for the President of Russia. Yet, the report has showed the opposite is true. Nord Stream 2 and other mega-projects projects are not beneficial even to Gazprom. They have another purpose which is satisfying needs of Putin’s friends and – in consequences – strengthen the oligarchic system

The only reason why uneconomical mega-scale projects costing billions of dollars are funded can be boiled down to 1 word: psyops. Just as the Crimean Bridge had both public and private (military) reasons for being built and consequently destroyed, so too was Nord Stream 2 built by SGM and then later exploded as part of another secret military operation (https://t.me/QuantumStellarInitiative/15397) just 1 month before the Crimean Bridge was blown. Hence, both projects served the same strategic purposes of advancing the White Hat SMO in Ukraine and manipulating the markets against the cabal while symbolically destroying the Rotenberg grip on Russia

Other examples of how the White Hats have systematically ended the Rotenberg Oligarchy include charging long-distance truck drivers a per-kilometre toll for travelling on Russian federal roads, of which Rotenberg owned the toll system. In 2015, hundreds of truck drivers protested the toll and blocked highways leading into Moscow and posted signs saying “Russia Without Rotenberg” and “Rotenberg Is Worse Than ISIS”

Further, Gazprom, Stroygazconsulting, SGM, and StroyTransNefteGaz formed the Association of Gas Construction Companies in 2016 with the purpose to coordinate the efforts aimed at developing equipment and technologies and improve the regulatory framework for construction activities across the gas industry. They are tasked to address the introduction of common principles for managing production processes in the construction business based on domestic and international best practices, the unification of existing and adoption of new engineering solutions and technologies, including the innovative, energy saving, and energy efficient ones. The Association will also ensure the technical regulation of construction, maintenance, and repair activities in the gas industry, as well as participate in the development of national and transnational construction standards, rules, and regulations, thereby ensuring global best practices to prevent future corruption, money laundering, and other fraud

In 2018, Rotenberg’s StroyProyektHolding was entrusted to VEB.RF under Igor Shuvalov, who revamped the bank into the main hub of state investment spending in the Russian economy. The following year, VEB.RF and Stroyproyektholding created a JV to become the largest player in the infrastructure financing and construction market (https://xn--90ab5f.xn--p1ai/en/press-center/38978/)

This represents a change in the way mega-projects have been overseen. In the past, Putin personally supervised these projects by maintaining close contact with the owners, who are regular guests at his dacha. But in selling the companies to VEB and Gazprom, 
Putin is institutionalising control of the way state funds are spent on mega-projects — a role that VEB is supposed to play

Gazprom then bought out 100% of SGM from Arkady and Boris Rotenberg in 2019, and in 2021, Igor Rotenberg (Arkady's son) and associates divested their stake in LLC Gazprom Bureniye, Russia's biggest drilling contractor. In April 2022, SGM began liquidation liquidation phase, according to the Unified State Register of Legal Entities

It is clear for all to see that when Arkady Rotenberg lamented "I also want the [Crimean Bridge] project to mean something for future generations", he was not talking about building a lasting monument to his legacy. Contrarily, he knew he was being shamed into spending nearly $4 billion of his own resources to build a symbol of self-destruction and self-sabotage as karmic punishment for living a life of crime, money laundering, and violating the rights of countless Russian citizens during his reign of terror

Like the detonation of the Crimean Bridge and Nord Stream 2 pipeline, this token represents the destruction and dismantling of the Rotenberg Regime and a transfer of wealth back to the people in order to restore karmic order and transmute their darkness into light
